Born in June 1966, Zhang Li graduated from Shandong University with a doctoral degree. While working for the Shengli Petroleum Management Bureau, Dr. Zhang served as a staff member of the First Operations Team of the Gudong Petroleum Production Plant, Director of the Chinese Communist Youth League Committee (CCYLC) Office of the bureau, Deputy Secretary of the CCYLC of the bureau and Secretary of the CCYLC of the bureau. In January 2004, Dr. Zhang was promoted to the Party Committee Secretary of the Dongxin Petroleum Production Plant of the Shengli Oilfield Co., Ltd. He assumed the temporary posts of the Standing Committee Member of the CPC Wuzhong Prefectural Committee and Vice Mayor of the Ningxia Hui Autonomous Region in November 2011, and officially became the vice mayor of the prefecture in January 2012. He served as Deputy Director of the Office of the Ningxia Inland Opening-up Pilot Economic Zone in May 2013, Deputy Chief of the Ningxia Expo Bureau and full-time Deputy Secretary-General of the Secretariat of the China-Arab States Expo in December 2013, and Deputy Director of the Information Technology Development Office of the Ningxia Hui Autonomous Region in December 2014, before being transferred to the Ministry of Industry and Information Technology to serve as the Party Committee Deputy Secretary in August 2016 and the Party Committee Executive Deputy Secretary in July 2018. Dr. Zhang is currently the Dean and Party Committee Deputy Secretary of CCID.
Born in August 1971, Liu Wenqiang, a research fellow, graduated from Tsinghua University with a doctoral degree in management science and engineering. Dr. Liu worked for Tsinghua University, the former State Economic and Trade Commission, the National Development and Reform Commission and the Ministry of Industry and Information Technology, and now works for the CCID. He was involved in the research and development of major strategies, plans and multiple laws such as those in national circular economy and electric vehicles, and works on research and consulting in industrial economy, manufacturing and the ICT industry. Dr. Liu is currently the Party Committee Secretary and Vice Dean of CCID.
Born in October 1964, Mu Zongqing graduated from the former Beijing Engineering College (now known as the Beijing Institute of Technology) with a bachelor’s degree in engineering in 1987 and the Beijing Institute of Technology with a master’s degree in engineering. He worked for the former Ordnance Standardization Research Institute, China North Industries Group Co., Ltd., the State Commission of Science and Technology for National Defense Industry, the Xinjiang Production and Construction Corps (on a temporary post) and the Ministry of Industry and Information Technology (MIIT). He worked as Assistant Engineer, Engineer, Senior Engineer, Principal Staff Member, Assistant Consultant, Deputy Secretary-General of Prefectural Party Committee and Government and Division Chief. In July 2012, he was appointed Deputy Director-General of the China Electronic Product Reliability and Environmental Testing Research Institute (a.k.a. the Fifth Electronic Research Institute of MIIT). He is currently the Secretary of Discipline Inspection Commission of CCID.
Born in November 1978, Qiao Biao graduated from the Institute of Geographic Sciences and Natural Resources Research of the Chinese Academy of Sciences with a doctoral degree in science. He worked as Director of the CCID Institute of Planning, Editor-in-Chief of the journal Industrial Economy Review and Deputy Chief Engineer of CCID, specializing in industrial economy and industrial planning. He is currently the Vice Dean of CCID.
Born in August 1976, Zhang Xiaoyan graduated from the Graduate School of Translation and Interpreting of Beijing Foreign Studies University with a master’s degree in English language and literature. She worked for the Foreign Affairs Department of the former Ministry of Information Industry and the International Cooperation Department of the Ministry of Industry and Information Technology. She worked as Principal Staff Member, Deputy Division Chief and Division Chief, specializing in bilateral regional cooperation in industry and information technology between China and ASEAN, between China and the US and among China, Japan and the Republic of Korea. She is currently the Vice Dean of CCID.
Born in October 1982, Wang Shijiang, a senior engineer, graduated from the Institute of Semiconductors of the Chinese Academy of Sciences with a doctoral degree in science. He worked for the former Institute of Photovoltaic Industry, the former Institute of Electronic Information Industry and the former Institute of Integrated Circuit Industry of CCID, specializing in electronic information and new energy including integrated circuit and photovoltaics. He is currently the Vice Dean of CCID.
