China Center for Information Industry Development, founded in 2000, is a public institution under China’s Ministry of Industry and Information Technology (MIIT). Widely known as CCID, it consists of 18 research institutes including the Research Planning Institute, the Industrial Policy Institute, the Industrial Economy Institute and the Electronic Information Institute, operating business centers such as the China Software Testing Center and the China Electronic Science and Technology Exchange Center, managing over 20 wholly-owned or holding companies such as CCID Group, CCID Consulting (Stock Code: HK02176) and CCID Media. CCID has branches based in Guangdong, Jiangsu, Chongqing, Shandong and Hainan. CCID has a workforce of more than 2,000 people, over 51% of whom hold a postgraduate degree.
Since founded, CCID has been tasked with supporting decision-making processes, providing services to industries, swaying public opinion, and engaged in research and consulting, scientific and technological services as well as media, convention and exhibition, and has offered services to over 20 national ministries, over 400 local governments and over 5,000 businesses. It has blazed a trail for development and reform that is characterized by support to government decision-making and response to the market system. It has three unique advantages.
First, it is built on CCID soft science to develop a thinktank to support decision-making for government. “It is thinking that makes us stand out.” It conducts studies on significant issues with recommendations proposed for decision-makers, and undertakes over 500 research projects annually commissioned by national ministries or commissions and local authorities across a wide range of areas that include digital economy, scientific and technological innovation, green development, military-civilian integration and small and medium-sized enterprises. It has more than 20 internal research publications such as CCID Special Report, CCID Outlook and US Industrial Developments, and publishes over 100 blue papers, white papers and various monographs on industrial development on an annual basis.
Second, it leverages CCID laboratories to build outstanding platforms for industrial development. It is home to 9 key laboratories under the MIIT, 10 national platforms for industrial services, 3 engineering technology centres, and plays a leading role in 4 industry associations and 17 industrial alliances such as the China Semiconductor Industry Association and the China-Germany Intelligent Manufacturing Alliance. With technological prowess, it has fulfilled a wide array of national major tasks, provided system testing and other services for the delivery of national major projects, major sporting events and important conferences, and amassed a wealth of industry data.
Third, it applies CCID new media to sway public opinion. It manages 5 newspapers and 10 periodicals offering an accurate and objective insight into significant plans, projects and policies in the area of industry and information technology. It closely monitors the latest international public opinion on industry and information technology, and builds platforms for international communication with media resources to present better narratives for China’s stories. And every year, it organizes over 100 international conferences and industry events respectively hosted by 6 ministries and municipal/provincial governments such as World Conference on VR Industry and World Intelligent Connected Vehicles Conference.
Under the guidance of the MIIT, CCID also manages the day-to-day operations of the National Manufacturing Strategy Advisory Committee, the National Integrated Circuit Industry Development Advisory Committee, the Electronics Science & Technology Committee of MIIT, the 12381 Public Service Hotline Platform of MIIT and the Party School of MIIT.
